Inquiry's recommendations to improve adult literacy
Addressing adult literacy needs must be regarded as a moral imperative and the cycle of inter-generational difficulties with literacy must be broken. These are the main findings of a year-long Independent Inquiry into Adult Literacy, supported by NIACE.

The Inquiry also urges Government to ensure that more teachers are trained and that cross-sector partnership working is employed to help the many millions of adults who do not have the literacy skills they need for everyday life.

"Colleges need greater freedom from over-elaborate funding restrictions and other limitations to achieve their full potential for the benefit of their wider communities", is the key finding of the Interim Report from the Independent Commission on Colleges in their Communities, published in July 2011.

Yet, colleges are at the centre of policy changes that are likely to change the further education landscape over the coming years, following the HE White Paper which outlines a new vision for higher education and the New Challenges, New Chances consultation which highlights 9 key areas for consultation on the reform agenda for further education.
NIACE's policy seminar in Leicester on 19 September - FE Funding and Landscape - will provide attendees an opportunity to explore in detail:
- how the policy changes will impact on the FE sector in terms of freedom, fairness and responsibilities;
- the implications of Level 3 fee loans for learners and FE institutions;
- the development of new approaches to higher education delivery; and
- the impact the proposals will have on widening participation and progression for adults.

The Adult and Community Learning Fund, managed by NIACE, has awarded a total of £2.25million to a variety of organisations who began work at the start of September.
John Hayes, Minister for Further Education, Skills and Lifelong Learning, said:

"These winning projects are prime examples of the powerful impact that informal adult and community learning can have on individuals and society as a whole. It improves skills and job prospects as well as strengthening the networks and neighbourhoods that form the fabric of our everyday lives."
